Office Information
The Carroll County Recorder’s Office is the official land records office for all real estate located in Carroll County.  The Recorder’s Office keeps and maintains accurate land records that are current, legible and easily accessible.  An important aspect of the Recorder’s work is to index each document so it may be readily located.  Accurate indexing makes it possible for persons searching land records to find the documents necessary to establish a “chain of title” and ensures that any debts or encumbrances against the property are evident. 

To receive copies of documents, the Recorder charges $2.00 per page.  We will need the property owner’s name, volume and page or lot number to locate documents. One can receive copies of documents by coming into the office or sending a request in by mail.  We must have the appropriate copy fee before sending copies out.

DUTIES

The Recorder is responsible for the indexing of documents and for the collection of all appropriate filing fees.  Recording fees are set by the State of
Ohio.  The Carroll County Recorder has the important task of keeping up-to-date records pertaining to ownership of real estate and to all encumbrances or liens upon it.  The Recorder makes a complete, accurate and permanent record of every document pertaining to the conveyance and encumbrance of land within the county, while retaining them in archival form and accessible to the public.
 
CUSTOMER SERVICE

The number one priority in this office is customer service!

  • Our office has full time employees to serve customers.
  • We carefully inspect documents to be recorded.  If there is an error, we make every effort to have the document corrected or a letter is sent with the document explaining the problem.
  • Our office has a one working day turn around time from the time it is recorded to the time it is mailed back to the customer.
  • The Recorder’s Office does not furnish forms.
  • Our office only records the completed document.
  • A self-addressed stamped envelope is requested for all mailings.
  • Upon request, we provide a monthly mortgage report listing the lending institutions, number of mortgages & dollar amounts. ($2.00 per page)
  • We offer free certified copies of Veteran’s DD214’s to funeral homes.
  • Veterans are entitled to one free certified copy.

LEGIBILITY & GUIDELINES

Documents presented for recording in the Carroll County Recorder's Office MUST meet Ohio Revised Code Section 317.11 and 317.112 (A).

          R.C. 317.11 requires the signature of any person, who signs an
          "instrument by which title to real estate or personal personal property of
          any interest therein or lien thereon, is conveyed, created, encumbered,
          assigned, discharged, cancelled, or otherwise disposed of" to be
          legible or, if illegibly written, to be identified by an affidavit or by
          having the name legibly printed, typewritten or stamped upon the
          instrument.

          317.112 (A) reads "The contents of the instrument shall be
          sufficiently LEGIBLE to permit their reproduction by photographic
          or micro-photographic process".  The ENTIRE document must be
          legible for reproduction.


RECORDING FEES

 

In order for our office to return your documents, include a self-addressed stamped return envelope. Please be sure that you have enough postage on your envelope and that your return envelope is large enough to hold the documents.

 

For the services hereinafter specified the County Recorder shall charge and collect the fees provided to be paid upon the presentation of the respective instruments for record or upon the application for any certified copy of the record as follows:

 

The fees provided in this section shall be paid upon the presentation of the instruments for record, or upon the application for any certified copy of the record excepting fees and expenses incurred in the filing of United States tax liens, discharges, and releases, the payment for which shall be governed by section 317.09 of the Revised Code.

 

Under Sec. 317.32 the County Recorder shall charge and collect the following fees:

 

           

For recording and indexing when the photocopy or any similar

process is employed, TWENTY EIGHT DOLLARS for the FIRST

TWO PAGES and EIGHT DOLLARS for each page thereafter,

size eight and one half inches by fourteen inches, or a fraction

thereof, including the caption page of such instrument.

For certifying a photocopy from the record previously recorded,

TWO DOLLARS per page, size eight and one half inches by

fourteen inches, or fraction thereof; for each certification where

In any County where the Recorder employs the photostatic or

any similar process for recording maps or plats, he shall

charge and collect for recording or re-recording of any map,

plat or print, a fee of TEN CENTS per square inch for each

square inch of the plat filed for such recording, with a

square inch of the record, with a minimum fee of FOUR

GENEALOGY
All recorded deeds, mortgages, and leases which convey an interest in real estate are recorded in the Carroll County Recorder’s Office.  Deed grantor/grantee indexes (seller/purchaser) of all recorded deeds in Carroll County from 1807 to present, may be found in the Recorder’s office.  The indexes are indexed by the year the deed was recorded and then alphabetically, for both the grantor and the grantee. These handwritten indexes are the original indexes.  Once the township, range, and section number have been determined, the geographic/sectional index can be used.  The amounts of the conveyance paid can be determined by checking the revenue stamps on early deeds and the conveyance stamp on more recent deeds.

REAL ESTATE DEPARTMENT

As mandated by more than 1000 Sections of the Ohio Revised Code, the Recorder preserves and records our many citizens’ legal rights as well as the heritage of Carroll County. The Carroll County Recorder’s primary responsibility is to maintain the accurate chain of title to real estate by preserving, protecting, and archiving permanent records of transactions of all real property (includes recording of deeds, mortgages, and other pertinent records related to real estate).

The 
Carroll County Recorder’s office maintains a sectional (geographic) index for all real estate records beginning in 1807.  It is your responsibility to ensure that your documents are legible for scanning purposes and accurate before recording.
